Seeking housing solutions that go beyond current needs and towards approaches that may evolve in the long term, “Kebele 24” explores the potential of a neighborhood design that can develop through time. In acknowledging that small-scale housing units may not necessarily fit future needs, Pasveer proposes flexible solutions that cater to ranging possibilities within a community’s growth. With attention to issues such as resource allocation as well economic activity accessibility, the project incorporates the needs of different social classes while accommodating and maintaining different kinds of (informal) economic urban activities that account for future changes. Through a design that incorporates land, labour, materials and energy more carefully, the proposal seeks to synthesize adequate living conditions in informal settlements with proper allocation of valuable and scarce resources available all round.
